The Associate of Arts degree in Homeland Security and Emergency Management prepares graduates for entry level positions in emergency management, security technologies, infrastructure protection, and disaster assistance within public safety organizations, governmental agencies, and the private sector as well as for transfer to senior colleges and for professional advancement. 

The degree in Homeland Security and Emergency Management utilizes a cross-disciplinary approach to address local and national needs regarding security and emergency management. With the current increase in natural disasters, technological disasters, man-made disasters, terrorist threats, and critical infrastructure vulnerabilities in the United States, the Homeland Security and Emergency Management program allows students to pursue their academic interests and career goals and to expand their career options.   

Is Homeland Security and Emergency Management Right for Me?  

  • Delgado offers the only 2-year program in Homeland Security and Emergency Management in the Greater New Orleans metropolitan area.
  • The program is designed for students new to homeland security and emergency management and for people working in law enforcement, criminal justice, crisis communications, or other related fields who want to expand their skills.
  • We offer prior learning experience credits to students already working in the field.
  • Classes will be mostly or fully online. The first course launching in Fall 2024 is hybrid with the class meeting once a week. 

Student Learning Outcomes 

Upon successful completion of the Homeland Security and Emergency Management Associate of Arts program, the learner will be able to:  

  • Describe the role, structure, and functions of various governmental agencies responsible for homeland security and emergency management at the local, state, federal, and international levels   
  • Compare the various homeland security threats, including terrorism, man-made, technological, and natural disasters   
  • Explain the interactions of the various agencies at the local, state, and federal levels and how they integrate their resources related to homeland security and emergency management   
  • Explain core principles of homeland security and emergency management as they apply to the roles of citizens, governmental agencies, and the private sector   
  • Apply appropriate policies and procedures of homeland security and emergency management to real world situations and threats   
  • Identify appropriate responses to ethical issues encountered in the homeland security and emergency management professions   
  • Identify homeland security and emergency management career options and their required qualifications
